Q1) 今後の予定は？

A1) 従来の推奨データセットの内容を大幅に見直したため、今回は正式版の前に意見募集を行って内容を改善することを目的とした、試験的な公開版の位置づけです。意見募集は10月下旬まで実施予定です。
改善の後、コンバーター（新旧データ変換ツール）と併せて2023年3月までに正式版をリリース予定です。

Q2) 新しいフォーマットへの切り替えはいつ頃から開始すれば良いでしょうか？

A2) 2022年度いっぱいはデータの提供者・利用者双方の立場から今回の見直し内容の妥当性を評価して頂く期間と考えています。この間、試験的な取組として新フォーマットについて公開可否を検討したり、試作をして頂くことについては問題ありませんが、実際の切り替えは正式版が出てから、2023年度以降に、定期更新のタイミングで実施することをお奨めします。

Q3) 平坦な既存フォーマット版は、今後構造化した新規データモデル版に切り替わっていくのでしょうか？

A3) 従来型の平坦な既存フォーマット版と一部構造化した新規データモデル版は当面共存予定です。共存を続けるのか、データモデル型へ切り替えて行くのかは広くご意見を聞きながら今後決めて行く予定です。

Q4) コンバーター（新旧データ変換ツール）とはどういうものですか？

A4) 従来の推奨データセット22種のうち項目定義書でフォーマットが決まっている17種類については新フォーマットへのコンバーターを提供予定です。エクセルで出来ており、旧（推奨データセット）レイアウトのデータを読み込んで、新（自治体標準データセット）レイアウトに簡易的に変換した結果を出力するものです。基本的には1対1でカラムを移送し、旧に無いカラムは新には出力されず、空のカラムとなります。複雑な変換には対応しておりませんが、自治体独自に拡張したカラムも簡易な操作で追加でき、柔軟な活用が可能なものとして準備中です。今回の見直し案に対するご意見を反映させた後に、2023年3月までに公開を予定しています。

Q5) データモデル型のデータを作るのは手間が掛かりそうなのですが

A5) データモデル型は、いわゆる自治体DXの中で、対象物に一意のIDを附番することから始めて、マスタ（台帳）データの一元管理等の全体的な業務見直しを行うことと併せて効果を発揮するものと考えています。まずは自治体内で利活用予定のあるサービスに適合するデータを優先的に整備するのが取り組み易いのではないかと考えています。

Q6) 自治体標準データセットはGIFに準拠していると考えて良いですか？

A6) 自治体標準データセットは最終的にはGIFの部分集合として整備することを目指していますが、現時点では違いもあります。例えばGIF側で必須項目「◎」となっているものであっても、自治体標準データセット側で必須項目として整備することがすぐには困難と思われる項目については、推奨項目「○」としている点などが異なります。
従って、現時点ではGIFを参照してはいますが、準拠とまでは言えない状況です。

Q1) What are your future plans?
A1) Because the content of the previous recommended data set has been extensively revised, the release is positioned as a pilot release with the aim of improving the content by soliciting comments prior to the official release. Comments will be invited until the end of October.
After the improvements, the final version will be released by March 2023 along with the converter (a tool for converting old and new data).

Q2) When should I start switching to the new format?
A2) The entire fiscal year 2022 is considered to be a period for both users and providers to evaluate the validity of the revised contents. During this period, there is no problem in examining whether or not the new format can be released as a trial effort, or in making a trial production. However, it is recommended that the actual switching be carried out after the official version is released and at the timing of periodic renewal after fiscal 2023.

Q3) Will the flat existing format versions be replaced by new structured data model versions?
A3) The conventional flat existing format version and the newly structured data model version are planned to coexist for the time being. Exist for the time being. Whether we will continue to co-exist or switch to the data model type will be decided in the future by listening to a wide range of opinions.

Q4) What is a converter (old / new data conversion tool)?
A4) We plan to provide converters to new formats for 17 of the 22 conventional recommended data sets whose formats are specified in the item definition document. These converters are made in Excel. They read data from the old (recommended data set) layout, convert it into the new (municipal standard data set) layout, and output the results. Basically, columns are transferred one to-one. Columns that are not in the old layout are not output to the new layout, and become empty columns. Although they do not support complex conversions, columns that have been expanded independently by local governments can be easily added with simple operations, and are now being prepared for flexible use. After reflecting opinions on the revised proposal, we plan to release them by March 2023.

Q5) It seems to be troublesome to make data model type data.
A5) In the so-called local government DX, we believe that the data model type will be effective in combination with the overall business review, such as the centralized management of master (ledger) data, starting with assigning a unique ID to an object. First of all, we think it will be easier to prepare data that is suitable for the services that are expected to be used within the local government.

Q6) Can I assume that the local government standard data set conforms to GIF?
A6) The local government standard data set aims to be prepared as a subset of the GIF in the end, but there are some differences at present. For example, the local government standard data set makes recommendations 0 for items that are deemed difficult to be prepared as required items by the local government standard data set even if they are listed as required items ◎ by the GIF side.
So at this point we are referring to the GIF, but we cannot say that it is compliant.
