１　フローチャート診断

これからオープンデータに取組む自治体や異動等により初めてオープンデータを担当するようになった場合などには、まずどこから始めたら良いか具体的なアクションが分かるものが必要です。

そのような場合には下記「オープンデータ何から始めればいいの？フローチャート診断」をオープンデータの取組の一歩としてご参考にしてください。

２ オープンデータ取組の質評価指標（ベータ版）

これまでのオープンデータ推進活動はオープンデータの取組自治体数やデータ数といった数を増やすことを中心に行って来ました。

その結果オープンデータの取組自治体数が増えてきた一方で、オープンデータの利活用に際し、公開しているデータの形式や更新頻度といったデータの品質、自治体のオープンデータ推進の継続性といった取組みの質に課題があり、オープンデータとその取組みの質を向上させる必要が出てきました。

これを受けて、2011年6月15日に改正された「オープンデータ基本指針」では機械判読に適した構造及びデータ形式で掲載することを原則として、データの質の向上に係る規定が盛り込まれ、R2年度の「地方公共団体へのオープンデータの取組に関するアンケート」 においても、データセット数や機械判読性といった質の観点に係るアンケート項目が盛り込まれました。2022年度はオープンデータのデータの質向上を目指し、推奨データセットの見直しを行い、データの技術的体系をまとめたGIF（政府相互運用性フレームワーク）を参照した自治体標準オープンデータセット（試験公開版）を2022年10月に公開しました。

そして今回2023年1月に、自治体のオープンデータの取組みの質を向上させる目的でオープンデータ取組の質評価指標（ベータ版）を公開しました。

オープンデータのライフサイクルを見据えた５つの評価軸（推進体制、公開範囲、運用、データ品質、共創・連携）から自治体のオープンデータ取組状況の自己評価を行う形となっており、主に、オープンデータの取組を既に始めている自治体向けに、今後のオープンデータの取組み方針を決定するための支援ツールとして提供するものです。
負担感なく診断できるよう、極力絞り込んだシンプルな評価項目となっています。この表に沿って、10件の評価項目それぞれに対する自身の自治体の取組状況をレベル1～3の中から選ぶとレーダーチャートで強みと弱みを視覚的に把握できるようにしたものが「オープンデータ取組状況自己診断シート」です。ぜひダウンロードして自己診断してみてください。

３　診断例（サンプル）

例１）人口5万人以上のA市の場合

＜自己評価の例＞

・庁内のオープンデータ担当体制が整えられている。

・オープンデータの公開も特定の分野だけではなく、かなり広く公開されている。

・オープンデータを使う側からすると更新状況(更新がない場合でも棚卸しをし、内容を定期的に確認している)が重要であるが、データの更新は行われていない。

・自治体標準オープンデータセットの活用がなされている。

・公開されているデータは原則汎用的なフォーマットによるものとなっている。

例２）人口20万人以上のB市の場合

＜自己評価の例＞

・庁内のオープンデータ担当体制が整えられると共にデジタル文書管理が行われ、文書の棚卸しが行われている。

・オープンデータの公開も特定の分野だけではなく、広く公開されており、定期的なデータガバナンスに関する職員研修も行われる。

・オープンデータを使う側からすると更新状況(更新がない場合でも棚卸しをし、内容を定期的に確認している)が重要であるが、データの更新は行われていない。

・自治体標準オープンデータセットの活用がなされている。

例３）人口30万人以上のC市の場合

＜自己評価の例＞

・庁内のオープンデータ担当体制が整えられると共にデジタル文書管理が行われている。

・オープンデータの公開も特定の分野だけではなく、広く公開されており、定期的なデータガバナンスに関する職員研修も行われる。

・オープンデータを使う側からすると更新状況(更新がない場合でも棚卸しをし、内容を定期的に確認している)が重要であり、定期的な確認が行われている。

・自治体標準オープンデータセットの活用がなされている。

・企業や民間団体との連携が行われている。

４　最後に

今回公表した「フローチャート診断」と「オープンデータ取組状況自己診断シート」については、報告を求めるものではなく、自治体内部での自己評価と今後の進め方を判断する支援ツールという位置づけです。ぜひ試してみて次年度の取組に活かして頂けると幸いです。フィードバックなどありましたらぜひお寄せください。

1. Flowchart diagnostics

In the future, when you are in charge of open data for the first time due to local governments working on open data or personnel changes, it is necessary to have something that tells you where to start and specific actions.
In such a case, please refer to the following "Open Data What to Start With? Flowchart Diagnosis" as a first step in open data efforts.

2. Quality Indicators for Open Data Initiatives (Beta)

Until now, open data promotion activities have focused on increasing the number of local governments and data on open data initiatives.

As a result, the number of local governments implementing open data initiatives has increased. However, when using open data, there are issues with the quality of data, such as the format and frequency of updates, and the quality of initiatives, such as the continuity of open data promotion by local governments. Therefore, it has become necessary to improve the quality of open data and its initiatives.

In response to this, the Basic Guidelines for Open Data, which were revised on June 15, 2011, incorporated provisions for improving the quality of data, in principle, to be published in a data format and structure suitable for machine reading. The "Questionnaire on Open Data Initiatives for Local Governments" in fiscal year R2 also included questionnaire items regarding the number of data sets and machine readability from the viewpoint of quality. In fiscal year 2022, with the aim of improving the quality of open data, we reviewed the recommended data sets, and in October 2022, we released a local government standard open data set (trial release version) that references the GIF (Government Interoperability Framework) that summarizes the technical system of data.

In January 2023, we released a beta version of the Open Data Initiative Quality Evaluation Index for the purpose of improving the quality of open data initiatives by local governments.

A self-assessment of the state of open data initiatives by local governments is conducted based on five evaluation axes (promotion system, scope of disclosure, operation, data quality, and co-creation and collaboration) that look at the life cycle of open data. This tool is mainly provided to local governments that have already started open data initiatives as a support tool for deciding policies for future open data initiatives.
The Open-Data Self-Assessment Sheet is a radar chart that shows the strengths and weaknesses of local governments selected from Levels 1 to 3 for each of the 10 evaluation items. Please download it and self-assess yourself.

3. Diagnostic examples (samples)

Example 1: City A with a population of 50000 or more

・ From the side using open data, the update status (even if there is no update, inventory is done and the content is checked periodically) is important, but the data is not updated.

・ In principle, publicly available data is in a general-purpose format.
Example 2: City A with a population of 200000 or more

・A system in charge of open data in the Agency has been established, digital document management has been implemented, and documents are being inventoried.
・Open data releases are also widely available, not just in specific areas, and there will be regular staff training on data governance.
・From the side of using open data, the update status (even if there is no update, inventory is done and the content is checked periodically) is important, but the data is not updated.
・The local government standard open data set is utilized.

Example 3: City C with a population of 300000 or more

4. Final summary

The "Flowchart Diagnosis" and the "Self-Diagnosis Sheet on the Status of Open Data Initiatives" published this time are not required to be reported, but are positioned as support tools for self-evaluation within local governments and for judging how to proceed in the future.
